Upendra Chivukula was born into a Brahmin family on October 8, in Nellore, India. His parents married in Chivukulas grandfather on his fathers side was born 30 miles away from Nellore. His father attended VR Law College in Nellore. Chivukulas mother was born and raised in a village and her education was halted in the seventh grade. While raising a family, she taught private music lessons.
At the age of 2, Chivukulas family left Nellore for Chennai (previously known as Madras) in the Indian state of Tamil Nadu located off the Bay of Bengal. Chivukula spent 22 years of his life at Chennai where he attended 3 different schools because of his familys frequent moves. Chivukulas family endured a life of hardship in Chennai. Both parents worked hard to provide for the family, but there was little money to go around. Thus, Chivukula remembers the children pitching in, not only by working outside of the home but assisting with the cooking and cleaning. Since Chennai belonged to a bilingual state, Chivukula learned Telugu, his mother tongue, and Tamil. When the Dravida Munnetra Kazhagam Party replaced the Congress Party
Upendra J. Chivukula was nominated by Governor Christopher J. Christie as a Commissioner to the N.J. Board of Public Utilities on September 18, and confirmed by the Senate on September 22,
Prior to his nomination, Mr. Chivukula served in the New Jersey Assembly representing the 17th legislative district, where he served as chair of the Assembly Telecommunications and Utilities Committee. He also had the honor of serving as Vice Chair of Homeland Security and State Preparedness, Commerce and Economic Development, and Environment and Solid Waste.
Mr. Chivukula was also a founding member and Co-Chair of the NJ Science & Technology Legislative Caucus and the NJ World Languages & International Studies Legislative Caucus. He was a member of the Commission on Science and Technology, and the Health Information Technology Commissions.
Before becoming a state legislator, Mr. Chivukula served as Mayor of Franklin Township for a year and on Town Council for another seven years. He also served on the National Council of State Legislatures and on the Council of State Governments.
